NOTICE OF APPLICABILITY
The Civilian Guidelines are applicable to all Community Members and apply to a Citizen's conduct in and out of the FiveM patrol server. These guidelines are enforced by Civilian Operations Supervisors, Civilian Operations Command, and the Community Staff Team.
It is the mission of Civilian Operations within Sunbelt Roleplay to deliver exceptional roleplay experiences that demonstrate realistic, inclusive, entertaining, high-quality, and enjoyable civilian interactions for all community members. Civilian Operations prides itself on being the community's most diverse and inclusive cornerstone. We thrive in providing rich opportunities and experiences to all community members.
The Civilian Operations Chain of Command will continue to uphold our core values of creating a fun and engaging roleplay experience for all members.
The Civilian Operations expects all members to abide by its guidelines in good faith and understand the outlined policies and procedures. Members who intentionally look for loopholes or attempt to change the intent of this department's policies and procedures will be subject to disciplinary action.
All Citizens shall complete the Civilian Basic Training prior to entering the FiveM patrol server. Upon completion of the training, Citizens shall check the Civilian Operations Public Access System to see if they passed their examination and follow the instructions provided during Citizenship Onboarding on how to move forward.
All Civilian Operations Citizens are required to obtain a minimum number of patrolled hours within a cycle period to remain active within the department. Citizens who fail to complete the minimum number of hours through multiple cycles will be subject to removal. Civilian Command has the ability to waive, in part or in whole, activity requirements for any cycle as deemed appropriate.
Patrol logs are utilized by Civilian Operations to document Citizen activity, confer with complaints, account for priorities in-game, and more. All members are required to submit non-priority patrol logs within 48 hours after the completion of a patrol period, and all priority patrol logs shall be submitted within 24 hours. Patrol logs should be well-detailed and include accurate information and accounts of incidents that occurred. Intentionally lying or failing to provide all the facts of an incident will lead to administrative review.
Civilian Operations follows a very consolidated and streamlined ranking structure that promotes maximum roleplay opportunity and efficiency within the Supervisor/Command Team.
Members who accept and attain positions within the Civilian Operations Chain of Command accept the honor and duty of overseeing department operations with the sole duty of making the department the most exceptional place possible for Civilian Operations Members. Chain of Command Members agree to uphold the highest values, constantly demonstrate adherence to department procedures, and be respectful to all community members.
The Civilian Operations Chain of Command follows a prescribed structure to efficiently complete department operations and procedures. The listed duties and assignments do not identify an all-inclusive list of duties; all positions shall be asked to complete duties outside of this assigned list, and all positions serve at the discretion of the Civilian Manager.
All Civilian Operations Chain of Command members are expected to make themselves available to department and community members. They will additionally be responsible for the following tasks:
Respond to inquiries from community and department members in a timely fashion.
Monitor the Civilian Operations Discord section to assist and moderate when appropriate and necessary.
Passively monitor civilian activity while on patrol to ensure no gregarious violation of community or departmental procedures.
Assist and lead coordinated projects for Civilian Operations.
Review patrol logs for compliance and approval.
Mentor Civilians and provide corrective action discussions to on-view violations of department procedure.
Review and process Civilian Commendations within the guidelines provided.
The Civilian Operations Command Staff works to bring exceptionally competent individuals who embody the department's mission and values into the chain of command. The recruitment process is multi-step, and applicants are professionally and socially reviewed to ensure they are objectively strong candidates for the department.

Memorandum of Interest Submission: Citizens who are eligible can submit a Memorandum of Interest following the guidelines provided within a prescribed time frame.
Memorandum Review: The Civilian Manager, with the assistance of Civilian Asst. Managers, will review memorandums submitted and will conduct a pre-screening background into them.
Applicant Interview: Applicants who make it through the background and memorandum will be invited for an interview.
Selection: The Civilian Manager and Asst. Managers will make a decision and submit it to their assigned Community Leader for approval.
Appointment: The approved Applicants will be promoted at the end of the current cycle and complete an onboarding process.
Promotions for chain of command members will be completed at the end of the second cycle every month by the Civilian Manager. Promotions are never guaranteed. When considering to promote chain of command members, the following elements are reviewed:
Demonstrated ability to complete assigned tasks and duties correctly and promptly.
Demonstrated willingness to go beyond assigned duties to learn additional tasks and take on a greater role in the organization.
Maintain at least the minimum level of patrol activity required.
Clean disciplinary record free of any active disciplinary action.
The TeamSpeak3 server, otherwise known as “TS,” is a communication platform for patrols and official business and patrolling. While utilizing this platform, members shall conform to all procedures as outlined.\
Members of Civilian Operations are expected to be inside the Civilian Patrol channels while in-game under Civilian Operations. While active as a civilian, the member shall always have their Community ID displayed in their TeamSpeak nickname. The radio channel is regarded in a strict-RTO format. This means that talking should be minimal and directly related to communicating the intention to take and clear priorities.
Civilian Operations Chain of Command members have the right to patrol and be engaged in civilian roleplay without the distractions and interruptions of requests for assistance. Constant requests for assistance, requests to speak quickly, or inquiries can become easily daunting and stressful for chain of command members. Members shall make reasonable attempts to gain assistance from a chain of command member not in-game before reaching out to someone patrolling.
Citizens shall ensure they have complete characters within the CAD/MDT system prior to patrolling as that character. Each character should have a high-quality photograph entered for their driver’s license and other identification photographs. Information entered for personal or location data shall be realistic and complete. There shall never be civilians roleplaying as someone who is from “out of state”, an illegal immigrant, or otherwise not registered.
Civilian Operations members having issues creating characters or other entries should contact the Civilian Operations Chain of Command for assistance.
All Sunbelt Roleplay Citizens are required to set their FiveM name to their Community Name and Community ID.
Members shall never have more than ten (10) civilian characters registered within the CAD system and other civilian registries simultaneously.
All characters shall be completed within the established CAD system and any other civilian registry.
All characters shall have realistic physical features and physical descriptors (height, weight, eye color) and be of a reasonable age.
All characters shall be a human beings. There shall be no extraterrestrials, aliens, or otherwise mythical creatures.
Characters may identify as what they wish.
All driver’s license photographs should be taken in good light, clearly showing all facial features, free of any masks or impediments.
These photographs are realistically taken at the Department of Motor Vehicles.
All characters, if entered as deceased by Emergency Medical Technicians and Physicians, shall not be utilized unless that record may be cleared.
Civilians shall never delete a character and create a new one to circumvent this.
Characters should always be dressed appropriately and realistically for their jobs. For example, construction crews should wear high-visibility rugged work clothing.
Body armor is allowed as long as the physical model can be seen on the player or the clothing choices would be reasonable to suggest the armor is under the clothing.
The roleplay scenario and facts should support that it is reasonable for that character to wear and possess armor.
Civilians are not required to issue themselves Driver’s Licenses. All civilians in the State of San Andreas are issued an Identification Card that will act as an official identifier.
Driver’s Licenses of any capacity shall never be issued for a period longer than four years until expiration.
Before being operated, all vehicles in the State of San Andreas shall be registered through the established CAD system and any other civilian entry.
The utilization of unregistered rental vehicles is prohibited.
The utilization of unregistered “out of state” vehicles is prohibited.
Vehicle registrations of any capacity shall never be issued for a period longer than one year until expiration.
Civilians shall never have more than ten (10) vehicles registered to a civilian character at one time.
Attempts to circumvent this by registering to other characters are not allowed.
It is encouraged to utilize in-game phones, social media platforms, and other communication means to enhance roleplay and maintain minimal “out-of-character” communication over Discord and other out-of-game communication platforms. It is understood that communication over these platforms could become heated within roleplay.
All Citizens shall maintain a reasonable level of respect and maturity through in-game communication platforms. Spamming, the utilization of repeated vulgar language, yelling in all caps, and other deviant behavior will not be tolerated.
Civilian Operations Members shall never communicate over out-of-game platforms like Discord during roleplay scenarios unless directly replacing two-way communication formats. If utilized, the civilians must be dressed appropriately, using the correct earpieces and such, to demonstrate communication over another platform. The utilization over the platform shall cease immediately upon death, loss of consciousness, being taken into custody, or being detained/kidnapped, etc.
Members shall always utilize resources like vMenu, the action menu, the emotes menu, and other in-game menus appropriately, realistically in nature, and in conjunction with community guidelines.
As described in the Sunbelt Roleplay Community Rules & Regulations, civilians shall never use the teleport features unless the procedure is specifically described in that document.
Civilians shall never use healing, reviving, armor, or other mechanics to create an advantage not available outside of the roleplay scenario. For example, healing yourself in a gunfight, providing yourself with armor before getting into a fistfight, etc.
Members shall always reasonably roleplay injuries as they occur. Although civilians generally have the ability to articulate what injuries they sustained, they shall always ensure they are being realistic, acting in good faith, and fair in their decisions.
Civilians shall never sprint away from accidents at more than 90-100mph.
Civilians ejected from vehicles shall never get up and run away.
Civilians shall always work with medical professionals in their roleplay to be as responsive to their questions as possible. If you are unsure how to handle a certain injury you’ve sustained, contact them and work with the person.
Civilians shall work to communicate with other members to understand what injuries they caused them. Examples:
Confirm with law enforcement where they shot you and with what caliber round.
Confirm with civilians if they attempted to strike you in the head or somewhere else with the bat, baton, etc.
Arrested civilians shall not utilize that same character for the next 12 hours (real life).
Hospitalized civilians shall not utilize that same character for the next 24 hours (real life).
Deceased civilians shall delete their characters and not continue utilizing them. The character shall never be continued or recreated slightly differently to evade this guideline.
Members shall always operate vehicles realistically. The type of vehicle being operated shall always be considered when certain actions are taken while operating the vehicle.
Civilians shall never operate vehicles that would do awful off-road (small sedans, compacts, supercars, sports bikes, etc.) in a manner that would be successful off-road.
Civilians, while chased by law enforcement and becoming victims of a precision immobilization technique (PIT), shall roleplay realistic vehicle failure after no more than the second successful PIT out.
Electric vehicles have a little more leeway with this, considering their lack of a conventional drivetrain. But we should always be realistic.
Civilians shall always be realistic in their roleplaying of vehicle damage.
Crashing into another car at 100MPH would disable yours immediately.
Crashing into a wall or other solid object at a high rate of speed could disable your vehicle.
Members shall always be engaged in ongoing scenarios and investigations. Members shall always be fair and never attempt to make investigations impossible or the “one-in-a-million” criminal act. Members shall utilize as many resources as reasonable to enhance a role-play scenario.
All roleplay scenarios and investigations shall be completed to the best of your ability unless an emergency situation arises.
The civilian must communicate with the investigating/involved persons to inform them of the updated status.
If an investigation cannot continue in-game, civilians shall participate in an investigation via #text-rp channels elsewhere.
If a civilian no longer wishes to participate in an investigation, they shall notify the investigating officer. Cases should never go “cold” due to a lack of response from involved parties.
The Civilian Operations Chain of Command recognizes that in-game “beef” or anger towards someone else does not necessarily imply anger or “beef” with them outside the roleplay. With that in mind, all roleplay should be reasonable in nature and not go above and beyond what is reasonable. Actions should always be respectful and realistic.
Members shall never force a civilian to participate in an ongoing scenario or incident. Civilians shall always be reasonable in their responses to incidents and understand in real life you can find yourself in things you did not expect you would be. The act of killing or injuring someone in any capacity without any roleplay reason or backstory is expressly prohibited.
Civilians shall never become resistive or combative with EMS personnel unless it is appropriate and reasonable for the scene. Members should take great caution in ensuring they have the roleplay truly calls for it. The theft of Fire/EMS vehicles, equipment, or persons is strictly forbidden.
The Civilian Operations Chain of Command understands that modern trust in law enforcement is at an all-time low. Because of this, citizens often have unpleasant and disturbing interactions with law enforcement personnel. Members shall always exercise restraint and professionalism in interactions with law enforcement unless the specific elements of the incidents would make it reasonable for an adverse reaction to occur.
Sunbelt Roleplay is dedicated to creating a safe and welcoming environment free of scenarios and incidents that would cause significant triggering or unsafe content for them. The following scenario types shall never be conducted in any capacity. Failure to follow these guidelines will lead to immediate disciplinary action.
Sexual Roleplay or Language
Suicide or Self-Harm Roleplay
School Shootings
Explicit Scenarios Involving Minors
Certain scenarios are considered not a quality of roleplay we would like to see and are not allowed to be seen:

The Civilian Operations Chain of Command strives to provide open structures for Citizens to use within their roleplay. Instead of an "allow-list" style structure list, Sunbelt Roleplay maintains the Banned Vehicles/Weapons/Peds List. All Civilian Operations personnel are prohibited from using anything on this list.
The Sunbelt Roleplay Development Team has worked hard to modify in-game vehicles to ensure they are realistic as possible. Because of this, the use of any performance changing modification via vMenu > Mods is prohibited.
Weapons shall never be used like airsoft guns, BB guns, paintball guns, etc. All weapons shall be used in a manner consistent with their realistic operation.
Priorities are classified as incidents within the server that are typically engaged in criminal activity, with a large response from public safety personnel that would affect the roleplay elsewhere in the area of patrol. Priorities are an exceptional opportunity for civilians to create and engage in expansive, in-depth, and well-planned roleplay scenarios.
Priorities are defined as typically more complex roleplay scenarios that require a higher level of coordination and organization or execute properly. They often involve the activation of specialized law enforcement units and coordination among multiple law enforcement departments. Priorities are intended to be the primary focus of roleplay within the server and should be carefully planned and thought out in advance.
The following are examples of a priority that no matter the context of the scene will always be a priority:
Vehicle Pursuits
Foot Pursuits with Weapons
Armed Robberies vs. CIvilians or Public Safety
Shots Fired at Civilians or Public Safety
Except in Self Defense (Civilian Only)
Stabbings of Civilian or Public Safety
Except in Self Defense (Civilian Only)
Whenever civilians plan to engage in a priority incident, they should communicate via the Civilian RTO channel to notify others of their intent to take it. If there is a discussion with someone else wanting to take it or be involved, it should be taken from the RTO channel to a side channel.
There shall never be more than one active priority incident at a time.
Civilians shall never engage in priority incidents until they’ve been actively patrolling for over 20 minutes.
Priority incidents shall never occur within 20 minutes of the game server restarting.
The civilian should audibly notify the CIV RTO of their intent to begin a priority before the scene starts.
The civilian should promptly start the command shortly before the beginning of the priority incident.
All parties involved should complete the command to join as secondary individuals involved in the priority.
Upon completion of the priority incident, the primary person should promptly run the command to end the priority to start the cooldown timer.
A priority cooldown of at least 15 minutes should occur upon completing a priority incident. This cooldown will be set automatically by the resource in-game. During those priority cooldowns, civilians shall only engage in non-violent, non-combative, non-priority incident roleplay scenarios that are generally passive in nature.
Citizens are not allowed to complete or participate in any priorities within 10 days of passing their Civilian Basic Training.
Civilian Membership is allowed to complete two (2) priorities every 24 hours from the time of occurrence. Civilian Chain of Command are allowed to complete three (3) priorities every 24 hours from the time of occurrence. Once a priority is completed, it cannot be unlocked for reuse until 24 hours have passed. Additionally, the civilian must complete the patrol log outlining that specific priority before it can be made available again.
The ability to conduct priorities are a privilege within Sunbelt Roleplay. Citizens who conduct poor quality roleplay, conduct consistent priorities, and/or are otherwise unable to handle the access, will have their ability to handle priorities revoked via a Priority Restriction for a temporary or permanent amount of time. Anyone who violates an issued priority restriction will be removed from Sunbelt Roleplay.
Civilian Organizations is the business and organized criminal activity arm of Civilian Operations. Led by Civilian Supervisors, Civilian Organizations is tasked with vetting prospective organizations, ensuring their compliance with guidelines, and ensuring they remain active and positive organizations for civilian interaction within the community.
The Civilian Compaint Review Team (CRT) is tasked with reviewing complaints against Civilian Operations Members and the Chain of Command. All investigations are completed objectively, thoroughly, and without bias. Complaints regarding the Civilian Operations Chain of Command are handled by the Civilian Operations Command Staff.
Civilian Operations adheres to . Any Citizen that is a full-time member of another department is considered a Reserve.
